9(E) Foreign Govt Official Visa |
Foreign Government Officials (FGOs) refers to accredited officer of a foreign government recognized by the Philippines, who is a citizen of the country whose government he represents and who is proceeding to the Philippines on official business for his government. It also refers to officials of the United Nations, and other recognized international organizations. Immediate family and household members joining the FGO in his tour of duty in the Philippines are also required to secure the appropriate 9(e) visa. 9(e) visas are divided into three types: 9(e-1) – for persons enjoying diplomatic immunities and privileges, including their immediate family members 9(e-2) – for other FGOs who will go to the Philippines in connection with official business for his government; official students or participants in programs under the auspices of the Philippine Government or recognized international organizations, including their immediate family members 9(e-3) – for members of the household to whom 9(e-1) and 9(e-2) visas have been granted Requirements: Accomplished non-immigrant visa application FA Form No. 2-A. Passport valid for at least six (6) months beyond authorized period of stay in the Philippines. One (1) recently taken colored photo 1.77″ × 1.37″ (3.5 × 4.5 cm), front view, with a white background; no eyeglasses or sleeveless attire. Digital photographs are not allowed. Note Verbal or letter from the mission / international organization. For Spouse/Child of an FGO: submit legal proof of relationship to principal, i.e. marriage certificate, birth certificate For Household member: submit photocopy of Principal’s data page and visa stamp Visa Fee: Gratis In some cases, prior authorization from the Department of Foreign Affairs in Manila is required before the visa is issued. |
9(D) Intl Treaty Traders & Treaty Investors |
A treaty trader is a foreign national of the United States of America (USA), Japan and Germany who is entering the Philippines solely to carry on trade or commerce pursuant to an their country’s existing treaty of commerce and navigation with the Philippines. A treaty investor is a foreigner who seeks admission for the purpose of developing and directing the operations of an enterprise in the Philippines where (a) he has invested, or is actively in the process of investing, a substantial amount of capital or where (b) his employer has invested, or is actively in the process of investing, a substantial amount of capital. If the treaty investor or treaty trader coming to the Philippines does not qualify under section 9(d), he may be issued a 9(a) visa. Procedures and Requirements in the issuance of 9(d) Visa: Step 1. The applicant’s sponsor in the Philippines should file with the Bureau of Immigration a petition for the issuance of a 9(d) visa to the applicant. Step 2. The Consulate General will only issue a 9(d) visa upon prior authorization from the Department of Foreign Affairs in Manila. Upon notice of interview, the applicant shall submit in person at the Philippine Consulate the following requirements: Completely filled up application FA Form No. 2-A. Application forms that are incompletely filled-out will be returned to the applicant. ORIGINAL and PHOTOCOPY of Passport valid for at least six (6) months beyond the intended period of stay in the Philippines. One 2” x 2” sized photograph taken within the last six (6) months. The applicant’s signature must be affixed on the front side of the photo. Medical Certificate(FA Form No. 11), duly notarized, together with laboratory reports of urine (urinalysis), stool (ova/parasites and occult blood) and blood (routine), and chest x-ray film or CD. Police Clearance issued by the national police authority in student’s country of origin or legal residence, duly authenticated by the Philippine Consulate. The Police Clearance should be taken not more than six (6) months prior to date of filing of visa application For Treaty Trader: Letter from employer or sponsor in the Philippines indicating the nature, volume, extent of trade, and amount involved. For Treaty Investor: Letter from company or sponsor in the Philippines indicating name and nature of enterprise to be developed or directed, amount invested or to be invested. For employee: Letter from employer or sponsor in the Philippines indicating whether employment is supervisory or executive, or one requiring special qualification, the name and address of the employer, duration of employment, compensation and benefits, and scope of duties. For Qualified Dependents (accompanying spouse and unmarried children under twenty-one (21) years of age: Proof of relations with the principal applicant, e.g. marriage certificate and birth certificate. Payment of Visa Fee, according to the schedule of fee (non-refundable), in the form of cash or money order made payable to the “Philippine Consulate General, New York.” Personal checks and debit/credit cards are not accepted. |
9(C) Seaman Visa |
The Seaman Visa is issued to any foreigner who in good faith has signed on the articles of a vessel arriving at port of the Philippines from any place outside thereof employed in any capacity on board such vessel and seeking to enter the Philippines solely in pursuit of his calling as a seaman and with the intention of departing also with the vessel.
Requirements for 9(C) Seaman Visa: Letter from employer or manning agency stating the vessel where the applicant will work and the Philippine port where the applicant will board the vessel. (Seamen are allowed to present a one-way plane ticket.) Accomplished non-immigrant visa application FA Form No. 2-A. Electronic or machine-readable passport valid for at least six (6) months beyond authorized period of stay in the Philippines. The Crew List Visa is issued for the entire crew of a registered vessel or aircraft landing in the Philippines. Personnel on the aircraft or vessel whose names are not included in the crew list visa or not possessing a valid individual Philippine entry visa will not be allowed to enter the Philippines. Requirements for 9(C) Crew List Visa: Copy of Vessel Register showing vessel’s name, official number (IMO) and specification particulars; Copy of the passport of the Vessel Master / Captain who will be commanding the vessel when it enters the Philippines. The passport must be valid for at least 6 months from the date of departure from the Philippines. The copy must be printed on A4-size paper. Copy of the Seaman’s Record Book of the Vessel Master / Captain who will be commanding the vessel when it enters the Philippines. The copy of the Seaman’s Record Book / maritime credentials record must show the page with the latest log entry. The copy must be printed on A4-size paper. Copy of the Crew members’ national passport valid for at least six (6) months beyond intended stay in the Philippines or completion of trip; Signed letter from the vessel owner, naming the Vessel Master / Captain, identifying the authorized ship agent, requesting multiple entry crew list visa for the vessel’s foreign crew members. The letter must be supported with attachments showing relevant information on the vessel’s multiple port calls. Three (3) printed copies of the accomplished Crew List Visa application form (refer to instructions below on how to fill up the application form). Accomplished Supplemental Form for Crew List Visa, downloadable from this Consulate’s website. Payment of Visa Fee, according to the schedule of fee (non-refundable), payable in cash or money order made payable to the “Philippine Consulate General, New York.” Personal checks and debit/credit cards are not accepted. Instructions on how to fill up the Crew List Visa application form The Crew List Visa application is downloadable from the Consulate’s website. The application form is a digital MS-EXCEL file which has 2 tabs, i.e. (a) the Details of the Vessel and the journey to the Philippines, and (b) complete list of names and details of crew members and passengers. Be guided by the following instructions for accomplishing the Crew List Visa form: The Crew List Visa application form must be downloaded from this Embassy’s website. The Local Agent may accomplish the Crew List Visa application. The data entries must be entered directly into the downloaded MS-EXCEL file (not written on the printed copy of the file). The passport of the Vessel Master / Captain must be used for the Crew List Visa application, even if the Vessel Master / Captain already possesses a valid Philippine visa. Three (3) copies of the completely accomplished file must be printed on A4-size paper. The Vessel Master / Captain must review the printed copies and affix his live signature on Section F (Declaration of Captain / Master) of the 3 printed copies. The accomplished digital file of the Crew List Visa application (the actual MS-EXCEL file, not PDF) must be emailed to the Embassy’s Visa Section (This email address is being protected from spambots. You need JavaScript enabled to view it.), titled “CREW VISA APPLICATION”. The Local Agent must bring the 3 printed copies of the accomplished form to the Philippine Consulate General and sign Section G (Attestation of Agent) on the 3 printed applications in front of the consular official receiving the application. The Local Agent pays the required visa fee to the Embassy cashier. The Local Agent collects the visaed Crew List, which is given to the Vessel Master / Captain for presentation to the Philippine immigration authorities upon arrival in the Philippines. |
9(B) Transit Visa |
A foreign national traveling to another country and transiting via the Philippines is required to secure a 9(b) transit visa. Transit period is limited to seventy two (72) hours or three (3) days in the Philippines.
Requirements: Accomplished non-immigrant visa application FA Form No. 2-A. Must be duly notarized. Electronic or machine-readable passport valid for at least six (6) months beyond authorized period of stay in the Philippines.
